*Market Pulse: Very likely tax relief for Properties in Pakistan next budget*

Very likely that property taxes and capital taxes to be reduces in next budget. CBR values to stay same but rate of property taxes highly likely to be reduced. Punjab Govt collections fell 10 times from expectations so CM Punjab want Dar sahib to cut rate of federal taxes on property to increase Punjab Govt revenues with increased transections. 

Property purchases must be done asap to reduce risk of paying higher prices from July 1st as transections to increase many folds after reduced property transfer costs. Sellers should sell after July 1st to enjoy perhaps lower costs/taxes on selling properties.

Please note DHA transaction per day are already over 100 each day. After Eid market will be a lot stronger any way. It always is. People sell before Eid but buyers mostly wait till after Eid to buy in peace. They wanna have less things to do before Eid during Eid holidays. 

Also a major factor MUST not be ignored . Lahore Ring Road newly constructed part will unofficially open for traffic in last week of July 2017 and officially PM sahib feetaa August 14th 2017 ko kateien gey  .

Even though all Lahore market will reap fruits of larger Lahore Ring Road and east access to DHA and Air port etc These schemes closest to Lahore Ring Road will benefit most in days weeks and months ahead due to Lahore Ring Road completion. No chance of lahore property market fall even if PM falls . In Sha Allah

If number of plots in installments is under 7000 in total a sharp rise in instalments own for next one year and land files must rise above in next 6 months.DHA Multan either land files will have to rise above 55 lacs or installments files will have to come down from 68 after 6 months after seeing very big owns after installments applicants ballot. DHA Multan If plots in installments are offered in numbers over 7000 than all will depend on total number of plots actually offered. If too many installments plots offered initially still strong own in installments plots files but a fall in installments files prices could trigger after 3 to 6 months and even land file could suffer a fall from even current 50 lacs price. We need to wait till ballot to see what could happen next. All installments plots applications to be verified by May 15th 2017 and ballot of installments winners in 45 days or less in sha Allah. 

DHA Gujranwala will not likely to fall after Eid but rising slowly and steadily in near future and especially 10 marla not likely to fall at all from current price in 29.5 lacs ( Max down 1 lacs in worst case till Eid )

BTK good gai ns ahead. Bahria Paradise avey good buy due to superb location and 4 years easy installments and very rapid on ground development all over BTK. if holding any BTK property no need to sell now. 

Gwadar market is in free fall due to profit taking after seeing huge gains recently especially in Govt schemes. As markets in Lahore Islamabad and Karachi are getting stronger and stronger day by day people are now taking money out from Gwadar Govt schemes once again to lock hefty gains and most gains in Gwadar Govt schemes were fake hype created by few dealers that moved from dead market in Lahore Karachi to Gwadar to survive. Now they are closing Gwadar offices to move back to Lahore Karachi etc. Many notable agents moved back to lahore this month alone. Almost ZERO development was witnessed by Govt and private schemes in Gwadar in past year and Gwadar could gain only so much without actual on ground developments by Govt or developers and private developers. Funcy TV ads and GDA newspaper warning ads cant make people comfortable only for so long. On ground progress must be shown too. Govt policy of transfers ban new NOC ban construction ban and bomb blast and big illegal vehicles crack down after blast with irresponsible speech in Gwadar by PM NS that local Balochi people were robed for peanuts against their land have created panic & very uncertain situation. Even though no one publicly admits many dealers from Karachi and Lahore are complaining privately they getting singled out due non locals status. Gwadar is getting investment from all Pakistan and all Pakistani people love our Baloch brothers and sisters. Unity among all of us and open market is only way forward in Gwadar real estate market. 

Gwadar is still a very good investment but for long term only but until these bans are in place and new master plan is released and due to clearly wining Lahore Islamabad and Karachi real estate market major dealers will not deal actively for a while in a lot riskier Gwadar real estate market. So new investment in short term even in Gwadar Govt schemes is not suggested by LRE. Wait till new master plane is out and computerised transfers and land records available in Gwadar.

Site Plan Issuance

Site plan is a certificate that indicates area and the dimensions of the plot, duly issued by DHA Lahore office.

 

 

Documents Required

  1. 2 x Site Plan Application Forms.
  2. 1 x Photocopy of Allotment / Transfer Letter.
  3. 1 x Photocopy of Computerized National Identity Card of Client.

Procedure

  1. Site Plan Application Forms are available at Customer Care Services of DHA Office free of cost (Download Siteplan)
  2. Site Plan Application Forms along-with required documents will be submitted at Customer Care Services.
  3. A computer number and date for the collection of dues will be given on computer generated receipt to the client.
  4. Challan Form for dues (if any) will be issued from Finance Branch after five working days.
  5. Site Plan can be received from Customer Care Centre Counter No. 11, after 2 working days of payment of dues.
 

Submission of Building Drawings / Plans

 

Documents Required

  1. Architect Stability Certificate (1 x original and 1 x photocopy).
  2. Form A & B of Cantt Board.
  3. 1 x Tracing Cloth, 7 x Ammonia Prints, 2 x Ammonia Prints of Fire Fighting Plan (only for commercial) and 1 x soft copy of Building Drawings/Plans in form of CD (AutoCAD format).
  4. Copy of Allotment / Transfer Letter.
  5. Copy of Site Plan issued by Building Control Branch in current owner’s name.
  6. Copy of Computerized National Identity Card of the owner.
  7. Copy of paid challan for the Drawing Scrutiny Fee.
  8. General undertaking on Stamp Paper Rs.50.00 (specimen available with Drawing Section).
  9. Undertaking on Stamp Paper Rs.50.00 for Temporary Lavatory in Residential Buildings (specimen available with Drawing Section).
  10. Undertaking on Stamp Paper Rs.50.00 in case of Basement (specimen available with Drawing Section).
  11. Undertaking on Stamp Paper Rs.50.00 for Swimming Pool for Residential Building. (specimen available with Drawing Section).
  12. Undertaking for No Claim of Services on Stamp Paper Rs.50.00 for Ph-VI.
  13. Structure Stability Certificate from PhD / MSc Structural Engineer (for commercial only).

Note: All undertakings to be duly signed by owner and attested by the Oath Commissioner.

Procedure

  1. The Building drawing plan documents will be submitted to Customer Care Counter Nos. 6,7,8 & 9 for detailed checking.
  2. Customer Care Counter No. 11 will issue payment slip for generation of challan by Finance Branch.
  3. The Customer Services Officer will issue payment challan according to the payment slip which will be paid in branches of banks mentioned on reverse of challan.
  4. A photocopy of paid challan will be attached with the Building Drawings / Plans along-with documents tagged in a file.
  5. Acknowledgment Slip will be issued to client for the submission of Building Drawings/Plans.
  6. After receiving the approval letter of drawing, member will visit Building Control Branch and get the Payment Slip for TIP Tax. Thereafter client will get the Payment Challan from Finance Branch for deposit in National Bank of Pakistan (NBP).
  7. Owner will provide 3 x Copies of Paid Challan to Building Control Branch and collect the Building Drawing / Plan.

Note: After approval of Building Drawing / Plan, member will obtain demarcation from DHA Lahore, after which construction should commence within one month and completion of building within two years.

Requirements for Submission of Drawing
Architect Stability Certificate

 

No Demand Certificate

Documents Required

  1. Copy of Site Plan issued by Building Control Branch in name of present owner.
  2. Copy of Completion Certificate (in case of house / building).
  3. Copy of Allotment / Transfer Letter.
  4. Copy of Computerized National Identity Card of owner.
  5. No Objection Certificate from Cantt Board (relating to TIP Tax).
  6. No Objection Certificate from W&R Directorate, GHQ Rawalpindi in case of service benefit plots / plots allotted out of defence quota from GHQ AG’s Branch.

Procedure

  1. Client will submit No Demand Certificate Form along-with required documents to Customer Services Officer (Transfer & Record Branch). (Download Specimen)
  2. DHA field staff will visit the site in case of constructed house/building for ground verification.
  3. If construction violations are observed, owner will be informed on corresponding address or in case of no violation No Demand Certificate will be processed to Transfer & Records Branch through Finance Branch for clearance of dues and transfer of plot.
  4. The client can check the status and collect the Payment Challan from Finance Branch, DHA office.
 

Demarcation of the Plot

Demarcation of the plot is required before construction. This procedure takes place after the approval of Building Plans.

Documents Required

  1. Demarcation Form duly completed by the owner or holder of Special Power of Attorney approved by DHA.
  2. Copy of TIP Tax paid to Cantt Board.
  3. Undertaking on Rs. 50/- Stamp Paper for the use of water pump during the construction period.
  4. No Objection Certificate for construction (issued by Finance Branch).

Procedure

  1. Demarcation Forms are available at Customer Care Services, DHA Office.
  2. Complete set of documents and Demarcation Forms duly signed will be submitted to Customer Services Officer Building Control Branch.
  3. Client will be given an acknowledgment and date to obtain Demarcation Papers.

Note: Demarcation is valid for one month only in case construction activity has not commenced.

Temporary Sewerage Connection

Documents Required

An application from owner, to Director Building Control, requesting for the opening of temporary sewerage connection. (Download Specimen)

 

Procedure

  1. Client can start the construction work after receiving demarcation papers and is bound to construct Septic Tank as per approved drawing and Temporary Lavatory within the plot area.
  2. The application for Temporary Sewerage Connection will be submitted to Customer Services Officer (Building Control Branch).
  3. Septic Tank & Temporary Lavatory (connected with each other) should be ready before the field staff visit within 10-12 working days.
  4. Temporary Sewerage Connection will be provided to particular house / building when Temporary Lavatory has been constructed and connected with Septic Tank.
 

New Water and Sewerage Connection

Documents Required

  1. Opening of Water & Sewerage Connections Form duly filled by the Owner / Attorney.
  2. 1 x Photocopy of Water Connection Charges (paid challan).
  3. 1 x Photocopy of Sewerage Connection Charges (paid challan).
  4. 1 x photocopy of Computerized National Identity Card of owner.

Procedure

  1. Water & Sewerage Connection Forms are available at the Reception of Customer Care Services DHA office free of cost (Download).
  2. After collecting the Water & Sewerage Form client has to visit Customer Services Officer (Building Control Branch) for the preparation of Water & Sewerage Connection Charges.
  3. The client will pay the dues as per Payment Challan in the designated bank.
  4. Acknowledgment will be issued by Customer Care Services (Representative Building Control Branch).
  5. Water & Sewerage Connections will be provided after flooring, plastering, gate, doors, windows, electrification and plumbing of the house / building are ready.
  6. After site visit by the field staff of Building Control Branch and if satisfied with the construction as per approved drawing, having no construction violations, recommendation for opening of both the connections is made.
  7. After provision of Water Connection, previously installed water pump by the owner for construction activities will be removed according to DHA Construction Byelaws.
  8. Sewerage Connection will be completely opened for the proper out flow after completion of above.

Completion Certificate

Documents Required

  1. Application addressed to Director Building Control, requesting for the issuance of Completion Certificate. (Download Specimen)
  2. 2 x coloured photographs (size 6” x 4”) on photo paper of house/building (front elevation) and in case of corner plot two additional photographs of side elevation will be submitted.
  3. 2 x sets of approved drawing (ammonia prints).
  4. Photocopy of paid challan for Rs.4000/- (Completion Certificate Fee).
  5. 1 x Photocopy of Computerized National Identity Card of the Owner / Attorney.
  6. Photocopy of Building Control Branch letter already issued indicating Opening of Sewerage on particular date.

Procedure

  1. Submit the application along with the required documents to the Customer Services Officer (Building Control Branch Representative).
  2. An acknowledgment will be given after the submission of the documents.
  3. All the members who have made changes / deviations from the approved Building Drawings / Plans should submit the revised Building Drawings / Plans to regularize the construction before applying for the Completion Certificate.
  4. On receipt of application for the Completion Certificate DHA field staff will inspect the House / Building. If it is as per approved building Drawing / Plan and has no construction violation, then Completion Certificate will be issued or observations will be communicated through Building Control Branch.
  5. No Transfer of House / Building will be processed even on HIBA without obtaining Completion Certificate.
 

Duplicate Site Plan or Completion Certificate

Documents Required

  1. Application addressed to Director Building Control requesting for the issuance of Duplicate Site Plan or Completion Certificate.
  2. 1 x photocopy of Computerized National Identity Card.
  3. 1 x photocopy of paid challan for the duplicate Site Plan charges or duplicate Completion Certificate @ Rs. 1000/-.

Procedure

  1. Application along-with above documents will be submitted to Building Control Branch, DHA office, through Customer Care Services.
  2. Customer Services Officer will issue an acknowledgment against the documents.
  3. Duplicate Site Plan or Completion Certificate will be issued to Owner / Attorney from Building Control Branch.
 

Registration of the Architect

Documents Required

  1. Copy of Bachelors Architect Degree.
  2. Registration with Pakistan Council of Arts & Town Planners (PCATP).
  3. Copy of Computerized National Identity Card of the Principal Architect.
  4. List of Architect team with bio-data of each individual and certified copies of their certificates / degrees.
  5. Registration with other departments / authorities.
  6. Company Profile.
  7. Three specimen signatures on letter head paper with stamp of Principal Architect.
  8. Pay order / Bank Draft for Rs.5,000 (Rupees five thousand only) in the name of DHA Lahore, as processing Fee.
  9. Affiliation Certificate of MSc / PhD Structural Engineer with a copy of his / her degree.
  10. Copy of National Tax Number certificate.

Procedure

  1. Submit the required documents with the Company Profile for its approval at Customer Care Services, DHA office.
  2. Customer Services Officer will give an acknowledgment for the submission of documents.
  3. After verification of documents and visiting Architect’s office recommendation will be made for registration with DHA Lahore.
  4. Principal Architect will be called for an interview with DHA Management for approval.

Criteria for Architects Registration

 

Renovation / Repair of House / Building

Documents Required

  1. Written application with details of intended Renovation / Repair works of house / building.
  2. Copy of Computerized National Identity Card of the owner / attorney.
  3. Copy of Allotment / Transfer Letter.

Procedure

  1. The required documents will be submitted at the Customer Care Services.
  2. DHA field staff will visit the site.
  3. A letter will be dispatched by Building Control Branch to the applicant along-with payment challan on account of debris charges and specimen of undertaking for Renovation / Repair of house / building.
  4. Copy of paid challan and undertaking on Rs. 50/- Stamp Paper will be submitted at Customer Care Services (Building Control Section).
  5. Letter of approval will be dispatched to the owner to commence the Renovation/Repair of house / building.
 

Refund of Security

Documents Required

  1. Application from Owner / Attorney to Director Building Control.
  2. Copy of Computerized National Identity Card of Owner.
  3. Original Paid Challan.

Procedure

  1. The required documents will be submitted at Customer Care Services.
  2. DHA Management approves the refund of security to owner.
  3. A letter for collection of cheque from Finance Branch will be dispatched to the owner.
 

Demolition of House/Building

Documents Required

  1. Application from Owner / Attorney to Director Building Control.
  2. Copy of Computerized National Identity Card of Owner.
  3. Copy of Completion Certificate of particular house / building.

Procedure

  1. The required documents will be submitted to the Customer Care Services.
  2. DHA field staff will visit the site.
  3. A letter will be dispatched along-with payment challan on account of Security Charges and specimen of undertaking for demolition of house / building to the Director Building Control.
  4. Copy of paid challan and undertaking on Rs. 50/- Stamp Paper will be submitted at the Customer Services Centre.

Permission for use of Mechanical Excavator

Documents Required

  1. Application from Owner to Director Building Control.
  2. Copy of Computerized National Identity Card of Owner.

Procedure

  1. The required documents will be submitted to the Customer Care Services.
  2. DHA field staff will visit the site.
  3. A letter will be dispatched to the applicant along with payment challan on account of security charges and specimen of undertaking for use of mechanical excavator.
  4. Copy of paid challan and undertaking on Rs 50/- Stamp Paper will be submitted at the Customer Care Services.
  5. Permission letter for use of excavator will be dispatched to the Owner’s address.

Use of Adjacent Plot as Lawn

There should be one owner of the plot and adjacent house or the owners should be relatives (Parents, Children, Husband/ Wife).

Documents Required

  1. Site Plan of House and Adjacent Plot.
  2. Copy of Allotment/Transfer letters of House and Adjacent Plot.
  3. Copy of Computerized National Identity Card of Owners.
  4. Application with signatures of both Owners if House and Adjacent Plot are not owned by same person.

Procedure

  1. The required documents should be submitted at the Customer Care Services.
  2. DHA field staff will visit the site.
  3. A letter will be dispatched along-with specimen of undertaking for use of adjacent plot as lawn to the applicant.
  4. Undertaking on Rs. 50/- Stamp Paper will be submitted at the Customer Care Services (Building Control Section) by the applicant.
  5. Approval letter will be sent to the Owner along-with Demarcation Forms to apply for Demarcation of the Plot.
  6. After physical demarcation the client can construct the boundary wall (around house & plot) and use the plot as lawn.

  1. Application from Owner / Attorney.
  2. Copy of Computerized National Identity Card of Owner.

Procedure

Documents Required

  1. Application from Owner / Attorney.

  4. Affidavit / No Objection Certificate from Owner / Tenant.

Procedure

  1. The required documents should be submitted at the Customer Care Services by the applicant.
  2. Permission will be granted and approval letter will be dispatched to Owner / Tenant after site verification.
 

Implementation of Burial Procedure

Documents Required

  1. Copy of Computerized National Identity Card of owner and deceased.
  2. Copy of Allotment / Transfer Letter of owner.
  3. Proof of relationship with owner of plot / house / building.

Procedure

  1. The required documents should be submitted at the DHA Complaint Centre, located under Overhead Water Tank, Sector A, Phase-I.
  2. DHA Security Staff will verify the death and Building Control Branch will confirm the eligibility of deceased for burial in DHA Graveyard.
  3. Ambulance and necessities of ghusal as mentioned above will be provided by DHA Lahore.
  4. Spouse of deceased or any representative will coordinate with Complaint Receiver, Supervisor Building Control and DHA Graveyard Staff for preparation of Grave and time of burial.
  5. Ambulance will be provided for transportation of dead body to DHA Graveyard.
  6. Burial / Maintenance of the grave

Can generator be placed at residential /commercial building ?
Yes, the following conditions are applicable for permission:

  1. Generator set to be installed in basement/front lawn 5 ft away from common boundary wall.
  2. Generator set must be installed with sound proof canopy.
  3. Maximum capacity of generator is 25KVA.
  4. Generator set will not be used as prime supply but only in failure of WAPDA/LESCO power supply.
